Yin said that HEU has continued to implement the important instructions given by General Secretary Xi Jinping during his inspection of the university, adhere to its educational principles, and actively contribute to the strategy of building China into a strong maritime nation. He noted that Hanjiang Laboratory is highly aligned with HEU’s distinctive strengths in “three seas and one nuclear,” namely shipbuilding, ocean, naval equipment, and nuclear-related fields.

Yin expressed hope that the two sides would rely on the Harbin Research Center of Hanjiang Laboratory to deepen cooperation in collaborative technological research, joint talent training, high-level talent exchanges, and the co-construction of major scientific facilities, so as to make new and greater contributions to building China into a strong maritime nation.

Xu Qing thanked HEU for its long-standing support for Hanjiang Laboratory. He said that Hanjiang Laboratory and HEU share a common mission and cause, and that the two sides should strengthen collaboration in basic theoretical breakthroughs and high-end talent appointments. He added that they should use major tasks as a driver to attract outstanding talent, jointly promote the high-quality development of the national laboratory system, and inject new momentum into China’s scientific and technological development.

During the meeting, Yin Jingwei and Zhu Xin jointly unveiled an employment and education practice base co-established by the two sides.

At the CSSC 717 Research Institute, Yin Jingwei and his delegation held talks with Wang Zhenhua, Director of the institute. The two sides exchanged views on the co-construction of experimental platforms, research project cooperation, master’s and doctoral student training, and the development of high-level talent teams.

Yin praised the achievements of the 717 Research Institute in scientific and technological innovation and industrial incubation. He introduced HEU’s development in discipline construction, research achievements, and talent teams, with particular emphasis on the university’s research in unmanned platforms, integrated circuits, sensor technologies, and related fields.

Looking ahead to the 15th Five-Year Plan period, Yin said he hoped the two sides would further strengthen university-enterprise cooperation on the basis of existing projects. He proposed jointly building innovation and R&D laboratories, jointly applying for major research projects, and jointly cultivating high-level talent, so as to enhance collaboration, complement each other’s strengths, and contribute wisdom and strength to high-level scientific and technological self-reliance.

Wang Zhenhua welcomed the delegation and introduced the history, professional directions, and development of the 717 Research Institute, with a focus on the integrated development of technological and industrial innovation. He said he hoped the two sides would use the visit as an opportunity to deepen cooperation in research projects, innovation platform construction, achievement transformation, industrial incubation, and talent cultivation.

He also expressed the hope that both sides would promote technological R&D and engineering applications in optoelectronic technology, artificial intelligence, unmanned platforms, ocean engineering, and other fields, jointly opening a new chapter of university-enterprise collaborative innovation and win-win development.

The delegation also toured the 717 Research Institute to learn about its overall research and production planning, product development, discipline integration, and interdisciplinary innovation achievements.

Representatives from HEU’s Human Resources Department, Research Institute, College of Shipbuilding Engineering, College of Intelligent Systems Science and Engineering, College of Underwater Acoustic Engineering, College of Information and Communication Engineering, and the Harbin Research Center of Hanjiang Laboratory participated in the visit.
