The project, known as Haiyou Anlan, is the world’s first 16 MW tension-leg floating wind platform. Earlier in August 2026, the platform was successfully connected to the Lufeng Oilfield power grid, delivering green electricity directly to offshore oil and gas facilities. This achievement marks an important milestone in the integration of offshore renewable energy with offshore oilfield operations.

Located 136 kilometres offshore in waters 136 metres deep, Haiyou Anlan represents a major technical advance in deep-water floating wind development. The platform features a heavy floating structure and a complex tension-mooring system, placing high requirements on towage, positioning, hook-up, and offshore installation operations.

As an independent third-party Marine Warranty Survey provider, MatthewsDaniel supported the project by assessing and managing risks during key marine operations, including transportation, installation, and offshore execution. Its work helped provide technical assurance for underwriters, project owners, and engineering contractors involved in the project.

Deep-water floating wind projects face a range of engineering challenges, including demanding sea conditions, exposure to typhoons, limited weather windows, long-distance towage, and the safe installation of high-value floating structures, turbines, and mooring systems. In such projects, effective risk management is essential to controlling schedule, cost, and safety risks.

Marine Warranty Survey services play an important role in major offshore engineering projects by providing independent review, technical verification, and on-site surveillance. In the Haiyou Anlan project, MatthewsDaniel combined early-stage design assessment with offshore operational support, helping to reduce marine risks and construction uncertainties.

The successful connection of Haiyou Anlan to the Lufeng Oilfield power grid demonstrates a new model for offshore energy decarbonization. By supplying renewable power directly to offshore oil and gas facilities, the project shows how floating wind technology can support the green and low-carbon transition of offshore energy systems.

For the naval architecture and marine engineering community, this project is highly significant. It brings together floating platform design, tension-leg mooring technology, offshore transportation and installation, dynamic marine operations, renewable energy integration, and third-party technical assurance.

The project also reflects a broader trend in offshore engineering: the movement of renewable energy infrastructure into deeper and more remote waters. As floating wind technology continues to develop, classification societies and marine assurance providers will play an increasingly important role in supporting safe, reliable, and scalable offshore renewable energy projects.

Bureau Veritas’ participation in this project highlights the value of international expertise in marine risk management and technical assurance. It also provides a strong example of how advanced offshore engineering can contribute to the decarbonization of ocean industries.
